A. IntroducTION.

 

For the academic year 2019, the Chilean Agency for International Cooperation and Development (AGCID) offers scholarships to perform accredited Master Degree studies in Chilean Universities or other higher education institutions. These scholarships are offered to professionals who are citizens of South Africa, Mozambique, and Angola.

 

AGCID’s Horizontal Cooperation Scholarship Program began in 1993 and, to date, more than 1,000 Latin American and Caribbean professionals have completed post-graduate programs in various fields of specialization offered by Chilean universities or higher education institutions, and, as of the year 2015, the Scholarship Program has been extended to citizens of South Africa, Mozambique, and Angola.

 

 

B. PROGRAM OBJECTIVES.

 

The purpose of AGCID’s Scholarship Program is to contribute to the formation of advanced human capital, through the participation of professionals in Master Degree programs imparted by accredited Chilean universities or higher education institutions, with a high level of excellence.

 

 

C. SCHOLARSHIP CHARACTERISTICS.

 

Scholarships are awarded, depending on the duration of the studies program chosen, up to a maximum period of thirty (30) months, including the immersion course in the Spanish language that must be completed and approved in this period, detailed below. If the scholarship holder does not participate in the Spanish language immersion course, by having certified Spanish language proficiency beforehand, the maximum period of the scholarship will be twenty-four (24) months.

 

This scholarship includes a Spanish Language Immersion Course which shall be imparted as follows:

-          Spanish Language Immersion Course as of March 2019, for those who enter the Masters Studies Program between August 1, 2019 and September 30, 2019,

-          Spanish Language Immersion Course as of the month of October 2019, for those who enter the Masters Studies Program between March 1, 2020 and May 31, 2020.

 

Scholarships may only be granted to participate in the Master's degree studies referred to in Annex 1 of this Call for applications, with start dates for the second semester of 2019 or the first semester of 2020.

 

The studies are of exclusive dedication, in full-time mode, being physically present, and with permanence in Chile throughout the entire study program.

 

The selected scholarship recipients must have Spanish language proficiency certification, since the courses indicated and imparted in Chile are only taught in Spanish.

 

If the student does not have the certification indicated, AGCID will provide a Spanish Language Immersion Course before the respective Master Programs.

 

For granting scholarships, there will be the following priority criteria:

 

1.                   Applications submitted by government officials or academics from universities officially recognized by the respective country.

 

2.                  Applications that correspond to Annex 1, which contains the Accredited Master Degree Programs.

 

3.                  Applications to the areas of ASTRONOMY, AGRICULTURE, ENERGY, PUBLIC POLICY MANAGEMENT, HEALTH, ENVIRONMENT, AND MINING, among others, that appear on the List of Masters programs contained in Annex 1 attached to this Call for Applications. 

 

 

The scholarship provides benefits that are limited to the following:

 

 

  1. An immersion course in Spanish that can last a semester before the start of, or at the same time as, the respective Master Degree Program. (Applicants who have Spanish Language Proficiency certification may be exempted from this course by attaching the respective certificate accrediting their advanced level of Spanish language.)

 

  1.  Payment of airfare from the capital of the applicant’s country of origin to the city of final destination  upon arriving to Chile, (the applicant must considerer personal financing of stay in  Santiago de Chile to perform the required paperwork in AGCID) and back to his/her country, after studies are completed.  If the city where the program is held does not have an airport, a subvention of Ch$20.000 pesos will be provided for a bus ticket.  

 

     III.            Payment of the tuition fees, registration, and titling costs charged by the respective institution of higher education, for the duration of the graduate program, with a maximum limit of four academic semesters or six academic quarters, depending on the schedule used by the respective institution (to a maximum of 24 months). In any case, this shall cover costs that correspond exclusively to the academic curriculum of the study program for which the scholarship is granted.

IV      Payment of a monthly allowance of five hundred thousand Chilean pesos (Ch$500,000)   throughout the entire period of the scholarship. This allowance shall be paid throughout the duration of the program, with a maximum limit of thirty (30) months.

 

 In the months of December, January, and/or February, AGCID shall pay 100% of the monthly allowance to the scholarship recipient only if he/she stays in Chile for more than half of the respective month. In any other case[1], AGCID shall pay only 50% of the monthly allowance (months of December, January, or February).

 

  1.  Provision to the scholar, while the scholarship is in force, of life, accident, and health insurance, for any events or incidents affecting him/her and which take place within the territory of Chile.  In addition, the scholarship recipient will have the right to receive medical attention through the Chilean Public Health System and Services, as soon as he/she has a national identity card granted by the Chilean Civil Registry Service. 

 

      V.            Provision to the scholarship recipient of a single allocation for textbooks and study materials, amounting to a total of ninety thousand Chilean pesos (Ch$ 90,000) within their first term of the study program.

 

    VI.            Provision to the scholarship recipient, one single time, provided that his/her grade point average in the respective study program is equal to or higher than 5.5 (five point five) or its equivalent level, of an allocation for an amount equivalent to $230.000 (two hundred and thirty thousand pesos), for thesis expenses or compliance with similar requirements of the university to grant the respective degree. For this purpose, the scholarship recipient, before expiry of the nineteenth month in which AGCID is paying monthly allowance referred to in point IV of this section, must accredit the aspects indicated in paragraph V of section three of the Granting and Acceptance of Scholarship Agreement, which format is attached in Annex 2 of this Call for Applications.

 

   VII.             Provision to the scholarship recipient of transport at his/her arrival, from the airport to the place indicated in the city of Santiago.

 

In the case of Thesis projects related to areas proposed for each country, the scholarship recipients may eventually participate in the development of the respective project, if AGCID so requires.

 

The aforementioned benefits are exclusively for the scholarship recipient. 

 

AGCID will not pay any expense that is not included in the above list. It is therefore the responsibility of the scholarship recipient to finance any other expenses to be incurred for visa costs, application fees to Chilean institutions of higher education, airport taxes or other similar taxes, costs for travel to his/her country during the period of the scholarship, etc.

 

No Applicants shall be accepted whose spouse is a beneficiary of these benefits or is applying to them in this same Call for Applications.

 

These scholarships are incompatible with any others that the beneficiary may have in Chile.

 

 The scholarships shall only be provided for carrying out all of the studies in Chile.

 

 

If, in accordance with the procedure and weighting factors indicated in paragraph F of this Call for Applications, an equal score should result between two or more applications for the scholarship, preference shall be given to those programs which classes are scheduled to begin in the first semester of 2018.

 

 

D. APPLICATION PROCEss.

 

The information to apply for scholarships must be submitted to the CHILEAN EMBASSY IN SOUTH AFRICA (see Annex 3, List of Focal Points).

 

Those interested in scholarships referred to in this Call for Applications must directly apply for admission to the respective study program, at the Chilean university or other institution of higher education, and have the unconditional acceptance thereof, to be able to start this application process. The Programs should be full-time with exclusive dedication. If there is a program with different characteristics, it will not be considered in the selection process.

 

EVERY INTERESTED PERSON MUST PERSONALLY MAKE INQUIRIES REGARDING THE ORIENTATION AND CURRICULUM OF THE MASTER DEGREE PROGRAM OF HIS/HER INTEREST. WE SUGGEST DIRECTLY CONTACTING THE ADMISSIONS DEPARTMENT OF THE CHILEAN UNIVERSITIES OR HIGHER EDUCATION INSTITUTIONS, AND INQUIRE, IN WRITING, ABOUT ALL DETAILS REGARDING THE STUDY PROGRAM (REQUIREMENTS, PRIOR SKILLS, PROGRAM FOCUS, ETC). SAID ACCEPTANCE AND THE ASSOCIATED COSTS ARE THE PERSONAL RESPONSIBILTY OF EACH APPLICANT.  

 

 

The Chilean Embassy may interview the applicant if deemed pertinent. 

 

Applicants shall submit the following documents, both in original copy on paper and in compact disc format (CD) (with the information duly scanned when applicable):

 

 

1.      AGCID Scholarship Application Form, duly completed and signed, as indicated in Annex 4.

 

2.       Final acceptance letter from the Study Program chosen, issued by the competent authority of the Chilean higher education institution.  This letter must demonstrate the unconditional acceptance of the applicant, the starting date of the classes and the duration of the study program, including the thesis and the degree examination.  The costs associated to obtaining the acceptance letter are of the exclusive responsibility of the applicant.  

 

3.      Certificate of health issued and signed by a licensed physician, indicating pre-existing conditions declared by the applicant. For such purposes, a recommendation for the Health and Pre-Existing Conditions Statement is attached in Annex 6.

 

4.      University or College Degree Certificate or copy thereof certified by a notary public.

 

5.      Curriculum Vitae, with emphasis on work and academic experience. 

 

6.       Brief description of the reasons that motivate the applicant to study in Chile, the objectives of the studies and how he/she intends to implement them upon returning home.

 

7.       Brief description of the possible area and subject of the thesis on which the applicant intends to focus his/her final research.

 

8.      Academic Reference Letter.

 

9.      Letter of Sponsorship from the Employing Institution, if applicable, which clearly specifies its interest in having its employee or officer conduct studies in Chile and the indication that the applicant will effectively be given the leave of absence for the duration of the scholarship and whether or not the employee’s position will be held for him/her upon return.

 

10.   Affidavit (Annex V) that indicates the reading and acceptance of all the terms present in this call for application.

 

The original copies shall be returned to the applicant by the Chilean Embassy and must be presented in AGCID upon arrival to Chile.

 

If applicable, these procedures shall be applied to those foreign applicants who are already studying in Chile.

 

All aforementioned documentation must be sent to the Chilean Agency for International Cooperation and Development, through the CHILEAN EMBASSY IN SOUTH AFRICA, by submitting them to the Scholarship Management Platform provided by AGCID and, if so defined by the Chilean Embassy, additionally by DIPLOMATIC POUCH. The original documents must be kept by the Applicants and shall be required from the selected applicants once they arrive to Chile. This measure has been established to expedite the selection process in Chile.  However, the Chilean Embassy in South Africa shall be in charge of making sure that the applicants comply with all requirements. 

 

If the Chilean Embassy in South Africa sends the information to AGCID, it shall be understood as accredited that the applicant has complied with the application requirements.

 

Failure to send all documentation required in this Call for Application or the provision of false documents, shall be grounds for immediate removal from the final selection process.

 

Applications from foreigners who have a residence and/or work visa in Chile will not be accepted.

 

E. SELECTION PROCESS.

 

The Selection Process includes the following steps: 

 

·         Pre-selection. This stage will be carried out in the applicant’s country and will be conducted by a Joint Pre-selection Committee made up by the Focal Point, or its representative, and the official designated by the Chilean Embassy in South Africa, who shall act according to eminently technical criteria. This pre-selection will include candidates officially presented by the corresponding country. It is important that in this process, the respective Focal Point selects the best candidates, since the applicants presented must compete for available spaces with pre-selected candidates from the other participating countries. The Chilean Embassy in South Africa shall be in charge of submitting the information to the AGCID Scholarship Management Platform and also send the information, if the Embassy so defines,  by Diplomatic Pouch.

 

·         Final Selection. This stage will be carried out by the Selection Committee of the Program in Chile.

 

Only those candidates who have fulfilled all the requirements and provide complete documentation will be considered by the Selection Committee in Chile, which shall select the candidates finally accepted for the scholarship. The decision of the Selection Committee will not be subject to appeal and will be officially informed to both the interested parties and to the Chilean Ambassador in the country involved, and to its Ambassador in Chile.

 

The acceptance of the scholarship by the scholarship recipient shall be implemented through signing a Scholarship Granting and Acceptance Agreement between AGCID and the selected candidate, which preliminary form is attached in Annex 2 of this Call for Applications. The aforementioned form may be adapted to the case of each student in particular in order to identify is such instrument his/her personal information, the study program involved, the academic entity to which he/she has been accepted,  and the duration thereof.

 

 

 

The application deadline in the Chilean Embassy in South Africa should be duly verified by the applicant.

 

  The deadline for submitting the information of the candidates  pre-selected by the Embassy of Chile in South Africa, by Diplomatic Pouch, expires, without possibility for extension, on: TUESDAY,  OCTOBER 31, 2018 AT 11:59 PM in Chile.

 

Applications that are sent by the Chilean Embassy in South Africa and are received after the above deadline will automatically be left out of the selection process.

 

The results of the final selection shall be notified as of the second week of the month of December 2018.

 

  THE SPANISH LANGUAGE COURSE SHALL START AS OF THE FIRST WEEK OF MARCH 2019, SO THE SELECTED CANDIDATES MUST BE AVAILABLE TO TRAVEL TO CHILE ON MARCH 01, 2019 OR ON AUGUST 01, 2019, ACCORDING TO MODALITY OF THE PROGRAM CHOSEN.  

.

 

 

 

F. SELECTION CRITERIA.

 

To select the scholarship recipients, AGCID shall apply the following evaluation criteria, to those factors that qualify applicants and are susceptible to quantification:

 

  1. Priority assigned by the Country to the Application:   Each country should indicate the priority of the pre-selected applicants in a continuous descending order, from the first priority to the last, according to the total number of pre-selected candidates (for example, if the total number of preselected candidates is 5, the priorities will range from the first to the fifth).

 

  • First priority: 30 Points.
  • Second priority: 25 Points.
  • Third priority: 20 Points.
  • Fourth priority: 15 Points.
  • Fifth priority: 10 Points.
  • Other priority: 5 Points.

 

 

Weight: 0.20 (20.0 percent).

 

2.  Work – Professional Experience:  This criterion is expressed in years of professional experience in the field related to the study program to which the candidate is applying for the scholarship:  

 

-             More than 5 years: 30 Points.

-             More than 3 years and less than 5 years: 20 Points.

-             Less than 3 years: 10 Points.

-        Recently graduated from colleges: 5 Points.

 

Weight: 0.10 (10.0 percent)

 

3.   Institution in which applicant is working at the time of the application: This criterion will be measured based on the institution that backs the candidates’ application:

 

Weight: 0.10 (10 percent)

 

-          Public Institution: 30 Points. (Professionals with college degree who work in a public office in the State of their nationality, such as ministries, services, institutions, or public companies, or who are academics, professors, and researchers in higher education institutions officially recognized by the State which presents the applicant).

-          Private Institution: 10 Points. (Professionals who work in diverse fields of civil society in their country, at the time of their Application).

-          Unemployed: 0 Points.

 

Weight: 0.10 (10.0 percent)

 

4.  Gender: This is in order to encourage female participation in Programs for the Formation of Advanced Human Capital organized by AGCID.

 

-          Application of Women: 30 Points.

-          Application of Men: 15 Points.

 

Weight: 0.10 (10.0 percent).

 

5. Age: Criterion agreed in aforementioned Selection Committees

 

-          Between 30 and 35 years of age: 40 Points.

-          Between 36 and 44 years of age: 30 Points.

-          Under 29 years of age: 20 Points.

-          Over 45 years of age: 10 Points.

 

Weight: 0.05 (5.0 percent).

 

6.  Regional Criterion:  This is to encourage applications to universities in regions of Chile, which have specialized fields of study.

 

-          Application to a University in regions other than the Metropolitan Region: 30 Points.

-          Application to a University in Metropolitan Region (Santiago): 15 Points.

 

Weight: 0.05 (5.0 percent).

 


TOTAL: 60%.


 

7.  Qualification by the Selection Committee: The Selection Committee will review the aforementioned quantifiable factors and, as a result of that analysis, make an overall assessment of all the information regarding the applicant. This criteria allows including the priorities of the Cooperation and Foreign Policy, which will be materialized by granting one of the following qualifications:

 

-          Excellent: 30 Points.

-          Very Good: 25 Points.

-          Good: 20 Points.

-          Acceptable: 15 Points.

 

If an application is considered to have a qualification below "Acceptable", it will be automatically discarded, regardless of the score obtained in the quantifiable factors.

 

Weight: 0.40 (40.0 percent)

 


TOTAL: 100%.


 

G. COMMITMENTS TO BE ASSUMED BY SELECTED APPLICANTS.

 

The Candidates selected for a scholarship from AGCID must:

 

I.             Travel to Chile, or be in Chile, sufficiently in advance of the start date of the respective Study program (3 to 5 days in advance is recommended).

 

II.           Obtain, well in advance, leave of absence from the employer, if applicable.

 

III.         Obtain, well in advance, the student visa that grants permission to reside in Chile.

 

IV.                Sign the Affidavit included in the final part of this chapter and submit it together with the other application documents. 

 

V.           Submit, in person, to the AGCID offices, the original copies of the documents mentioned in numbers 2, 3, 4, and 9 of point D of this Call for Applications and the Affidavit mentioned in the above paragraph.

 

VI.          Sign, in Chile, the Scholarship Granting and Acceptance Agreement, which preliminary format can be found in Annex 2 of this Call for Applications. In any case, AGCID will send the Agreement text in advance, by email, to the selected candidate, which will be adapted to the particular case of the respective applicant.

 

  The text of the Affidavit referred to in point IV is attached as Annex 5 of this Call for Applications.

 

 

H. COMMITMENTS TO BE ASSUMED BY AGCID SCHOLARSHIP RECIPIENTS

 

Each scholarship recipient assumes the following commitments:

 

1.                 To hold the degrees or academic certificates and other curriculum requirements required by the higher education institution to which he/she has been accepted.

 

2.                 To accredit, by competent medical certificate, whenever so requested by AGCID, good physical and mental health, compatible with the academic demands of the studies for which the scholarship has been granted. We suggest using the form indicated in Annex 6 of this Call for Applications.

 

3.                 To comply with immigration regulations in force in Chile.

 

4.                 To set domicile in the city in which the program of study will be taken for which the scholarship has been granted, within three business days following the date of signing the respective agreement. The scholarship recipient should inform this address to AGCID immediately, as well as any changes that may take place in this regard. He/she must also keep AGCID informed about his/her phone numbers in Chile as well as his/her current email address.

 

5.                 To reside in the city in which the study program courses are held, for which the scholarship has been awarded, while the scholarship is in effect.

 

6.                 To not leave Chile without the consent of AGCID while the scholarship is in effect. In order to accredit the due fulfilment of the obligations established in the beginning of this section, AGCID is authorized to request the scholarship recipient’s passport and to ask the relevant Chilean immigration authority for certifications regarding the entries and exits of the scholarship recipient from the Chilean territory.

 

The scholarship recipient may only leave the country with AGCID’s prior authorization in the following cases:

 

I)  During the months of December, January, and February each year and only for the vacation period included in the Study Program. For these purposes, the scholarship recipient must submit his/her application along with the document issued by the University, which establishes the precise holiday period of the respective academic program.

 

II)   For a brief period, which should not exceed five (5) working days. Only in qualified cases, and duly justified by the scholarship recipient, AGCID may grant a longer period.

 

For this purpose, the scholarship recipient must submit a written application to AGCID no later than five (5) business days prior to the scheduled date for the trip. In an event of force majeure, understood as those described in number 1 of the Sixth Clause of the respective Agreement which format is attached in the Annex 2, AGCID may allow the submittal of such application with less anticipation. Once the scholarship holder has returned to Chile, he/she must immediately report this fact to AGCID, attaching a letter that includes photos of the entry and exit stamps from the country in the passport. 

 

7.                 To display irreproachable behaviour in full compliance with Chilean laws. Notwithstanding any other facts that may involve a breach of this obligation, it will be understood as unfulfilled whenever the scholarship recipient is formalized for a crime or offense.

 

8.                 To provide all the necessary information required by AGCID, within the time set by the latter.

 

9.                 To comply with the academic regime established by the institution of higher education in which the studies are carried out.

 

10.             To pass all the courses which, under the respective program of study, the applicant is required to take during each term.

 

 

11.             To demonstrate, in each term, good academic performance defined as a grade point average equal to or higher than 5.0, or its equivalent scale.

 

12.             To meet the academic and administrative requirements of the respective institution of higher education to obtain the academic degree of the study program for which the scholarship has been granted. To demonstrate compliance with this requirement, the scholarship recipient should submit to AGCID the certificates issued by the competent academic authority of the respective institution of higher education, with respect to:

 

I.                   Compliance with the aforementioned requirements,  by means of a  certificate issued at the end of the semester of study or the administrative closure performed by the respective University, which certifies the scholar’s status as regular student;  and

 

II.         The score or final grade (expressed on a scale of 1 to 7, in which the latter is the maximum) obtained in the respective study program.

 

13.             To exclusively dedicate him/herself to the studies for which the scholarship has been awarded, while it is in effect. The fulfilment of this obligation includes the prohibition to perform paid work in Chile or outside the country.

 

14.             To comply in a timely manner with any written requests formulated by AGCID, including responding to questionnaires sent by the Agency, and to attend any assembly or meeting summoned in writing by the Agency during the period of the scholarship.

 

15.             To deliver to AGCI, at the end of the studies, in compact disc (CD), a copy of the final text of the thesis or a similar paper prepared by the scholarship recipient in the course of the study program. The thesis should preferably fall within the framework of the subject areas offered to each country.

 

16.             To leave record of his/her status as an AGCID scholarship recipient in every research and dissemination activity with an academic profile in which he/she participates.

 

17.             To not apply for scholarships for studies that fully or partially coincide with those which are currently being taken pursuant to the benefits granted by AGCID, as long as the participant has the status as scholarship recipient from the Agency.

 

18.             To return to his/her country after having completed the entire Study Program for which the scholarship was awarded.

 

19.             To sign a Scholarship Granting and Acceptance Agreement with AGCID that regulates the scholarship and faithful compliance with the commitments outlined in this chapter

 

20.              If the scholarship recipient does not comply with the objective of the Spanish Language Immersion Course, he/she will have to return to his/her country.

 

21.              The student must bring sufficient money to cover personal expenses for the first week in Chile, while the first payment is prepared.

 

 

I.   CASES IN WHICH AGCID MAY SUSPEND SCHOLARSHIP BENEFITS OR APPLY THE RETENTION OF THE MONTHLY ALLOWANCE. 

 

In the event a scholarship recipient fails to comply with the commitments set out in the preceding chapter of this Call for Applications, AGCID may apply one of the measures outlined in the fifth clause of the respective Agreement, which form is attached in Annex 2.

 

 

J. EARLY TERMINATION OF THE SCHOLARSHIP FOR REASONS ATTRIBUTABLE TO THE SCHOLARSHIP RECIPIENT.

 

If the scholarship recipient infringes upon any of the conditions outlined in numbers 2, 3, and/or 4 of the Sixth clause of the agreement, which form is attached in Annex 2 of this Call for Applications, AGCID may terminate the respective scholarship, ahead of time, and hence all the benefits outlined in point C of this Call for Applications. Notwithstanding the above, AGCID shall, in any case, pay the return air tickets to the scholar’s city of origin.  

 

The scholarship recipient who is subject to the measure of early termination of the scholarship for the reasons mentioned in the above paragraph, may not apply for a scholarship from AGCID again. The same applies for persons who breach the commitment indicated in No. 18 of the fourth clause of the respective Agreement.

 

Should AGCID determine the early termination of the scholarship by application of the causes indicated in numbers 2, 3, and/or 4 of the sixth clause of the agreement that is attached in Annex 2, the scholarship recipient shall reimburse AGCID for the entire amount it has paid with respect to said scholarship recipient for the benefits contemplated in the third clause of the same agreement, up to the date on which they were verified, with the exception of the amounts paid for life, health, and accident insurance.

 

To this end, AGCID will notify in writing, the scholarship recipient and the focal point of the Agency in the country of his/her nationality, the amount to be returned, indicating the detail corresponding to each item.

 

For the purposes indicated in this clause, the scholarship recipient accepts, as of this time, that AGCID will establish the amounts to be reimbursed and recognizes it as a debt for all legal purposes, and authorizes the administrative and judicial procedures that are filed in this respect before the authorities of Chile and in their country of origin, for the full payment of the amounts owed.

 

K. OTHER ISSUES.  

 

Anyone who has been granted a scholarship from the Chilean Agency for Cooperation and Development will be unable to apply for another scholarship for a period of five years after the completion of the original one, if the new scholarship is for postgraduate development. Should the new scholarship be related to specialized training of short duration, applications are allowed after a period of three years after the completion of the original scholarship.

In a manner of speaking yes. However you will not get the entire notice delivered to you in your email, instead you will get a daily digest which will list the subject of the notices, a short summary of each notice and hyperlinks that will take you to that notice on the web.

2. Who has access to notices?


Anybody can access the notice system, however you will not be able to place notices from off-campus.
